Gerard Moawad, MD

Chief Executive Officer

Founder

Dr. Gerard Moawad is a quadruple board-certified physician in Internal Medicine, Pulmonary Disease,
Critical Care, and Sleep Medicine. He is the Founder and CEO of MedCap Health, one of the largest
post-acute care companies in the U.S., overseeing hundreds of hospitals and facilities nationwide.
His vision centers on hiring the most skilled providers and using artificial intelligence to reduce costs
while improving outcomes for high-risk populations. Dr. Moawad completed fellowships in Internal
Medicine, Pulmonary, Critical Care, and Sleep Medicine at The George Washington University Hospital. In
2006, he joined INOVA Fairfax Hospital as a Pulmonary & Critical Care Attending, managing patients in
the Medical, Surgical, and Neuro-Surgical ICUs, and co-developed the Coma Stimulation Program for
patients with severe brain injuries. In 2007, he founded M Medical Group (now MedCap Healthcare),
which has managed hospitals across Washington, DC. In 2013, he launched an initiative providing U.S.
training opportunities for foreign medical students and physicians. He has served as Chief of Staff at
Bridgepoint Capitol Hill Hospital, Director of Critical Care Services at Bridgepoint Capitol Hill Vent Unit,
and Chief Medical Officer at Pineview and Capitol Regional Futurecare. A member of AMA, AASM, and
ACCP, he received the 2017 Excellence in Cardiopulmonary Medicine Award from the MD-DC Society for
Respiratory Care.

Amr Behiri, DO, CMD

Chief Medical Officer

Dr. Behiri is a board-certified internist and Certified Medical Director with extensive experience in both
academic medicine and post-acute care. He earned his medical degree from the New York College of
Osteopathic Medicine in 2005 and completed his Internal Medicine residency at New York Hospital
Queens, affiliated with Weill Cornell Medical College, in 2008. Following training, Dr. Behiri held faculty
and leadership roles that reflect his dual commitment to education and clinical excellence. He served as
Assistant Professor of Internal Medicine at The Ohio State University and later as Assistant Medical
Director of the Hospitalist Program at Reston Hospital Center, where he was actively involved in patient
care, program development, and physician training. Currently, Dr. Behiri serves as Medical Director for
multiple rehabilitation and nursing facilities, as well as assisted living communities across Virginia. In
these roles, he works closely with interdisciplinary teams to advance standards of care, improve quality
measures, and support the health and independence of senior populations. His leadership emphasizes
compassion, efficiency, and patient-centered practice, ensuring residents receive the highest level of care
in both clinical management and long-term wellness.

Chris Crabtree

Chief Operating Officer

Chris Crabtree is an accomplished healthcare executive with extensive experience founding, scaling, and
leading service organizations across the industry. Most recently, he served as Chief Service Officer of
myNexus, where he built and oversaw national operations, successfully leading the company through its
acquisition by Anthem. Before myNexus, Chris was Executive Director at UnitedHealth Group, where he
managed nationwide operations for INSPIRIS during its acquisition by Optum. Earlier, he was a founding
leader and COO of NaviHealth, later acquired by Optum, where he designed and implemented a new
care management model and expanded field operations across the country. Prior to launching
NaviHealth, Chris was Executive Vice President of Operations at MedSolutions/eviCore, later acquired by
Cigna. As the company’s top operations leader, he directed day-to-day servicing activities during a period
of rapid growth that positioned MedSolutions as one of the nation’s largest benefits management firms.
Under his leadership, the company earned J.D. Power recognition for “An Outstanding Customer Service
Experience” in healthcare four consecutive years. Chris holds a Bachelor of Science from Elon University
and an MBA from Averett University.

Ray George

Chief Strategy Officer

Ray George leads growth strategy at MedCap Health, channeling 20 years of experience in
healthcare technology, sales, and post-acute innovation. His career began in recruitment and
imaging SaaS, progressed through sales leadership roles at Nuance and Dell Healthcare, and
advanced to executive growth positions at Third Eye Health and CareConnectMD. Under Ray’s
leadership, CareConnectMD’s High-Needs ACO REACH ranked first in national gain-share for
2023, underscoring his knack for aligning product, marketing, and partnerships to drive
measurable value. At MedCap Health, he forges data-driven collaborations that improve
outcomes and strengthen facility economics.

Jim Spencer

Chief Financial Officer

Jim Spencer has over 20 years of corporate and investment banking experience in
finance, accounting, strategic planning, capital raising, and M&A. He worked with
leading healthcare and technology companies — including Allion, iBiquity, HealthPro-
Heritage and others. He was an investment banker at Credit Suisse and Alex. Brown.
Jim graduated with a Bachelor’s Degree from the University of Maryland and received a
MBA from the Wharton School at the University of Pennsylvania.

Gail Lehnert

Chief Compliance Officer

Gail Lehnert is a senior healthcare executive with experience leading compliance, privacy, quality, and
enterprise risk management across complex healthcare organizations. Trained as both a registered nurse
and an attorney, she brings a practical, clinically informed approach to building compliance programs
that support growth, accountability, and patient protection.

At MedCap Health, Gail leads enterprise compliance, privacy, and risk mitigation initiatives that support
the organization’s physician-led model and continued national expansion in post-acute care. Her focus is
on aligning regulatory requirements with clinical operations, maintaining survey readiness, protecting
patient information, and integrating compliance into day-to-day decision-making.

Throughout her career, Gail has built and modernized compliance and audit programs for health
systems, academic medical centers, and national physician organizations. Her work includes
implementing automated auditing, business continuity planning, and governance frameworks that
improve efficiency, reduce risk, and strengthen organizational trust.

Megan Lenthe,RN, BSN, MBA, QCP

Chief Information Officer

Megan Lenthe is a healthcare technology executive with more than 16 years of experience leading technical strategy, research and development, solution management, and innovation across the healthcare industry. She holds a Bachelor of Science in Nursing (BSN) and a Master of Business Administration (MBA), bringing a unique blend of clinical expertise, business acumen, and technology leadership to the evolving healthcare landscape.
With more than 20 years of clinical experience as a registered nurse in post-acute care, Megan possesses a deep understanding of provider workflows, operational challenges, and patient care delivery. Throughout her career, she has successfully led the development, commercialization, and adoption of healthcare solutions that improve clinical and financial performance, enhance user engagement, and support organizational growth.
Megan is passionate about leveraging technology, advanced analytics, and data-driven insights to improve outcomes across the post-acute care continuum. Her work focuses on empowering providers with innovative solutions that optimize clinical operations, strengthen decision-making, elevate the care experience, and drive measurable results for patients and organizations alike.

Muhammad Shibli, MD

Chief Medical Officer of Subspecialty Services

Muhammad Shibli a physician married with 2 children enjoys teaching medical students
and residents, biking and jogging. He has been a Critical Care and Pulmonary Physician
for 22 years.

Dr. Shibli started his critical care practice at Providence Hospital following the mission
of the Daughters of Charity and now he is working as Intensivist at Holy Cross and
White Oak Medical center in Silver Spring. He also ran the critical care unit, pulmonary
step down-ventilator unit for many years at Providence hospital where they served as
chief medical officers for the Ascension-Providence as well.

Jessica McColley, DO

Chief Medical Officer of Value Based Care

Jessica McColley, DO, is a board-certified family
physician and experienced healthcare leader with a
strong focus in long-term care and value-based
medicine. She currently serves as Chief Medical Officer
for Value-Based Care and Regional Medical Director
with MedCap Health, where she oversees clinical
services across multiple facilities and directly provides
patient care within the skilled nursing setting.
Dr. McColley brings over a decade of clinical and
leadership experience, including her prior role as Chief
Medical Officer at Cabin Creek Health System, where
she led system-wide clinical operations, advanced
evidence-based practices, and supported
interdisciplinary care teams to improve outcomes
across diverse patient populations. Her background
includes full-spectrum family medicine, maternalchild
health, and care for underserved and high-risk
communities.
In the long-term care environment, Dr. McColley is
dedicated to integrating a multidisciplinary approach
that supports the full continuum of patient needs. She
prioritizes patient- and family-led care, ensuring that
treatment plans align with individual goals and values.
Her practice is grounded in evidence-based medicine
across the lifespan, with a focus on quality, safety, and
functional outcomes for residents.
Dr. McColley is also actively involved in medical
education as a clinical educator and has contributed to
research and quality improvement initiatives,
particularly in population health and chronic disease
management. She is widely recognized for her
commitment to equity, collaboration, and innovation in
healthcare delivery.

Scott Hanel

Senior Vice President of Portfolio Management

Scott Hanel is a transformative and dynamic leader with over 24 years of experience in health
care operations. Prior to joining M Medical Group, Scott spent four years working for one of the
country’s largest home health, hospice and palliative care providers, developing and managing
palliative care programs throughout the United States. Before focusing his efforts on chronic
disease management, he worked as an executive director in post-acute operations for over two
decades. Scott received his M.B.A from Hood College and his bachelor’s in marketing from the
University of Baltimore.

Revia Veney, PhD, FNP, PMHNP

Senior Vice President of Clinical Operations

Dr. Veney is a highly accomplished nurse practitioner and healthcare leader with more than 30 years of
clinical and management experience. She earned her Master’s degree as a nurse practitioner from
Howard University and her PhD in Nursing from the University of Phoenix. She is board certified by the
American Nurses Credentialing Center and is recognized as an expert in cardiology, pulmonology, and
skilled nursing and rehabilitation medicine. Her leadership career includes serving as Director of a
Cardiology Department and as an Associate Investigator at the National Institutes of Health, roles that
broadened her impact in clinical care, research, and program management. At M Medical Group, Dr.
Veney first served as Director of NP Services, where she established clinical practice guidelines that
improved quality, productivity, and regulatory compliance. She now serves as Chief Clinical Operations
Officer, overseeing coordination of medical provider practices with SNF and rehab regulations to ensure
safe, patient-centered care. Her research interests focus on interprofessional collaboration between
nurse practitioners and physicians, as well as advancing communication on end-of-life care. She is a
distinguished member of the National Society of Leadership and Success, the National Nursing Honors
Society, and Empires Who’s Who of Executives and Professionals.

Jenna Hurt, FNP

Vice President of Clinical Operations

Jenna Hurt is a clinical operations leader with extensive experience supporting care delivery across postacute
and skilled nursing environments. With a nursing background and a strong operational lens, she
focuses on building systems that align clinical quality, provider collaboration, and day-to-day facility
workflows to support consistent patient care.

As Vice President of Clinical Operations, Jenna works closely with physicians, advanced practice providers,
and facility partners to strengthen care coordination, support clinical teams, and implement processes
that improve outcomes across the organizations she serves. She is known for her practical leadership
style, clear communication, and commitment to helping clinical teams operate with confidence and
consistency.

Sara R. Schiffman, APRN, AGPCNP-BC

Vice President of Clinical Operations

Sara Schiffman is a board-certified Adult-Gerontology Primary Care Nurse Practitioner and serves as Vice
President of Clinical Operations South at MedCap Health. In this role, she leads regional clinical strategy,
provider engagement, and operational development to support high-quality, patient-centered care
across skilled nursing and assisted living settings. Sara specializes in managing complex, medically fragile
populations, with a focus on proactive care coordination, reducing hospital readmissions, and optimizing
outcomes through evidence-based practice and interdisciplinary collaboration. She also brings extensive
experience in healthcare operations and practice development, having led initiatives in business
development, strategic planning, and the implementation of clinical and operational protocols that
enhance provider performance and organizational growth. Sara earned her Master of Science in Nursing
from the University of Central Florida, completed a Certified Nurse Educator program with a minor in
Health Service Administration, and has served as an adjunct clinical instructor while remaining actively
engaged in professional development and community service.

Thomas Masterson, MD

EVP of Clinical Transformation

Dr. Masterson has built a distinguished career in clinical medicine, healthcare innovation, and leadership.
A graduate of Harvard College and the University of Virginia School of Medicine, he trained in internal
medicine at George Washington University, where he was Chief Resident and directed training for 80
doctors. He went on to Sibley Hospital, now part of Johns Hopkins Medicine, where he founded the
Hospitalist program, became Director of Internal Medicine, and was elected President of the Medical
Staff. He later led the Hospitalist Program at Sentara Northern Virginia and then established the
Hospitalist Program at Medstar Southern Maryland Hospital Center, also serving as Chairman of the
Department of Medicine. Beyond clinical leadership, Dr. Masterson was Editor-in-Chief at Internal Medical
Publishing, where he authored and edited hundreds of titles and helped develop dialysisfinder.com, a
leading search tool for the dialysis industry. Currently Chief Medical Information Officer at MedCap Health, he focuses on applying acute-care tools to rehabilitation. His team has implemented HIPAAcompliant
systems to improve productivity and patient safety, and introduced hospital scribes to ensure
top-tier documentation. Together, these initiatives and the work of skilled clinicians have significantly
reduced readmissions across the group’s rehabilitation and LTAC facilities.

Amy is known for partnering closely with physicians, nursing teams, and facility leadership to support
continuity of care, strengthen clinical communication, and improve day-to-day workflows that impact
patient outcomes. Her work focuses on aligning clinical best practices with the realities of post-acute
care, ensuring that patients, families, and care teams receive thoughtful, coordinated support.

Dr. Shawanda Spencer, FNP-C

Dr. Shawanda L. Spencer, DNP, FNP-C is a board-certified Family Nurse Practitioner and healthcare leader with extensive clinical and management experience across inpatient, outpatient, skilled nursing, and community-based settings. Throughout her career, she has combined clinical expertise with a passion for leadership, patient advocacy, and improving health outcomes.
Dr. Spencer earned her Doctor of Nursing Practice from Grand Canyon University and her Master and Bachelor of Science in Nursing degrees from Winston-Salem State University. Her diverse background includes clinical operations, geriatric and skilled nursing care, primary and acute care, nursing education, corrections and healthcare team leadership.
